오늘 열린 앵커리지 시의회 특별 회의에 서 **알래스카 항만 현대화 프로그램(Port of Alaska Modernization Program)**과 관련 된 두 가지 중대한 조치가 승인되었다. 11 억 달러 규모의 수익채권(AO 2025-47) 발 행과 터미널 1 건설 계약(AM 327-2025) 승 인으로, 앵커리지 시는 지난 50년 역사상 가 장 규모가 큰 자치단체 자본 프로젝트를 추 진할 수 있는 재정 및 건설 기반을 갖추게 되었다.

라프랑스 시장과 그의 팀은 이번 프로젝트 를 위해 재정 계획을 새롭게 정비하고, RFP( 입찰요청서)를 재작성했으며, 계약을 다시 입찰에 부쳤다. 또한 이해관계자들과 긴밀 히 협력하여 우려 사항과 질문을 해소했다. 오늘 시의회의 만장일치 승인으로, 프로젝 트를 뒷받침할 재정 구조가 완비되었으며, 터미널 1 건설 계약도 최종 건설업체에 넘 겨졌다.

6년간 시의회에서 알래스카 항만 현대화 프 로그램을 주도해온 메그 잘레텔(Meg Zaletel) 시의회 부의장은 “지난 10년간 이 항만 프 로젝트의 여정을 함께해오신 분이라면, 오 늘 승인된 두 안건이 얼마나 중요한 이정표 인지 아실 겁니다. 11억 달러라는 금액은 크 지만 필수적입니다. 항만은 알래스카 주에 서 가장 중요한 인프라 중 하나이며, 지난 수년간 구축된 강력한 파트너십 덕분에 시 정부는 이 중요한 기반시설이 미래에도 지 속적으로 기능하고 회복력을 유지할 수 있 도록 책임을 다하고 있습니다.”라고 말했 다.

돈 영(Don Young) 알래스카 항만은 알래스 카 인구의 90%가 거주하는 150개 이상의 지역 사회에 물자를 공급하며, 주로 유입되 는 화물의 50%를 처리하는 알래스카 경제 의 핵심 인프라다. 이번 항만 현대화 프로그 램(PAMP)은 이러한 기능을 유지하고 향상시 키기 위한 일생에 한 번 있을 대규모 프로젝 트로 평가받고 있다.

현재까지 석유·시멘트 전용 터미널(Petroleum Cement Terminal, PCT)이 완공되어 운 영 중이며, 새 행정 건물도 건설되었고, 북쪽 확장 구역의 안정화 작업도 진행 중이다. 또 한 화물 터미널 1과 2에 대한 설계안에 대 해 이해관계자 간의 합의가 이루어진 상태 다. 이번 AM 327-2025의 승인에 따라 화물 터미널 1은 2029년 12월 완공을 목표로 건 설에 착수하게 된다.

In a special meeting today of the Anchorage Assembly, two significant milestones for the Port of Alaska Modernization Program were approved. With the authorization of a $1.1 billion revenue bond (AO 2025-47) and approval of a construction contract for Terminal 1 (AM 327-2025), the Municipality is positioned to finance and construct the largest municipal capital project in its 50-year history.

“As a Municipality, the Port is the most important piece of infrastructure we steward. As the most cost-effective way to get food and supplies to the vast majority of Alaskans, with a key role in national defense and emergency preparedness, responsible management of this project is critical,” said Mayor Suzanne LaFrance. “Alaska needs us to get this done, and we are delivering.”

The LaFrance team refreshed the project’s plan of finance, re-tooled the RFP, re-opened the contract to bidders, and worked closely with interested parties to address questions and concerns. With the Assembly’s unanimous approvals today, the financial architecture to support the project is in place, and the contract to construct Terminal 1 is in the hands of the builders.

“If you’ve been on the journey of the Port for the past decade, you know these two items represent significant milestones,” said Assembly Vice Chair Meg Zaletel, who has championed the Port of Alaska Modernization Program in her six years on the Assembly. “$1.1 billion is a big number, and it’s essential. The Port is one of the most significant pieces of infrastructure in the State, and thanks to the strong partnerships we’ve built over many years, the Municipality is stepping up to ensure this vital infrastructure works and remains resilient long into the future.”

The Don Young Port of Alaska serves 90% of Alaska’s population across more than 150 communities, handling 50% of inbound Alaska cargo and touching nearly every sector of our economy. The Port of Alaska Modernization Program (PAMP) is a once-in-a-generation project critical to support it: Through the PAMP, the new Petroleum Cement Terminal (PCT) is now open, a new Administration building has been constructed, stabilization of the north extension is underway, and stakeholders have reached consensus on designs for Cargo Terminals 1 and 2. With the approval of AM 327-2025, construction of Cargo Terminal 1 is targeting completion by December 2029.
